I don't have pictures of the first situation how i'm explaining to him atleast 10 times situation, because I didn't thought he was so dumbass and gonna ban me.

Why did you submit this complaint: Because he does not his duty, and allowes REAL cheaters to play in server.
Do you consider this to be a severe abuse: Yes
How would you punish the admin: Expell from admins, because he clearly showed that he doesn't care about admin duty at all.
Situation 1)
I was driving around when i got kicked by some inactive admin, because of speed cheat. That's common, because I use CustomSAA2 that changes handling or in other words, makes the custom vehicle engine. When i got back I started to explain why he shouldn't kick me, and he understood that, because he didn't do that no more.
But then I got kicked by [XSS]CannabiS, with the same reason. Then i got mad, and told him the situation right away at once i logged on, and he only replyied me with: it's cheat, next time you gonna use it, i will ban you.
So I started to explain to him. He even teleported to me, and i showed him how it works, that it's not a cheat, because i was going sideways whole the time, and he still didn't want to hear me. So I told him couple of times to watch some videos on youtube, i even told him the program name. After minute or two after he teleported somewhere, and haven't replyed to me, I was banned for 4-5 days.
I even asked him if i'm doing any harm to server by drifting around in high speeds, because older admins were totally cool that i could use this mod, even RCON. I thought only ones who use to be banned are cheaters that smash other players with s0b or troll mods not by driving around without doing any harm.
Too bad i don't have sceenshots of how many times i tried to convince him that what he was doing is childish, and he doesn't understand, and need to seek for help from other admins. (older and wiser ones)

Situation 2)
I wasn't gonna post this complain if not his actions today.
I've been challenged by some dudes to come to /os
And CannabiS and I have argued because of the first situation that happend couple of days ago.
At the time i got there, i noticed a health hack dude, that i had no doubt that he was cheating, i shot him like 4-5 times by standing right next to him, so I reported him. and I was waiting for him to get banned. While I was waiting he even started to fly around in One Shot cage.
But all I got was, that the report was resolved.
As you can see, in the sceenshots by the timestamp, there was no kick or ban for that guy
So I reported him twice, just to get him banned as fast as possible.
and the report was resolved, even though nothing was done.
But the worst part was that Cannabis, trying to maybe irritate me by the cost of his admin duty: ''It's not active reports''
And if you look at the sceenshots you can clearly notice atleast single report, and after those words he resolved both reports.
Is that abuse of a duty? Yes it is. And the person that was cheating left /os shortly after the incident, but was still online.
Everything that was writen here is possible to find in the server log.
I have never experienced this kind of horrible admin in this server. All other admins are possible to talk to and explain and understand each other, but not this one.
